how can i keep my toddler in her highchair?

my daughter is 17 months and it is almost impossiable to take her anywhere to eat she will stay in her highchair for 5-10 min and then get out and i have tried "making" her stay in there, use the straps and everything but if she can't get out and run around she will scream at the top of her lungs which isn't very pleasent when setting in the middle of a restuarante. she is the same way at home also. we've tried the booster seats at the resturantes also but the same thing happens any suggestions
i've tried swatting her it DOES NOT WORK and i'm not going to hit her in the face/mouth!!!! that is wrong she is just a baby. so please don't tell me to smack her in the mouth you should be smacked in the mouth for saying that!

its a stage and embarrassing stage trust me
just try ur darndest to interact with her be 4 the food comes bring lots of toys and if she takes a bink do the bink just to make the screaming stop
make sure to always ask for the food to come out as quick as possible for the child i always do that cuz people just forget kids are impatient at that age just rember that everyone with a child this age has the child scream at some point when they are out at a restarant just be glad all the 17 month olds arent there at the same time
dont let anyone b rude to u about the baby screaming it isnt your fault at all and it happens to everyone i had somone be rude to me and my husband said he s 18 months he doesnt understand if u dont liek it move ( and that was just cuz he was play screaming my child excitedly play screams very loudly and doesnt understand all u can do is say inside voice and keep your voice to a whisper )
and just stay calm the child reads off of u

at home i would say if she sits and eats for 15 mins that a good amount of time my child eats on the run and absolutley hates to sit in the high chair unless he is tired try sippy cups so she can walk and drink or tell her she has to sit even if its in the middle of playin make her sit for 2 mins and chew a piece of food never leave your child alone with food but playing and eating soemtimes is the best way to eliminate screaming

oh and to the perosn wh osays to hit a child please the only parents who hit are the parents who are hitting outta frustration the parents are the ones who need a break if they are hitting i very strongly disagree with it i have a friend who hits her 3 year old and when she is at my house she has to check herself b4 she hits i make her take a time out and in 5 mons if she still felt he needed a smack then theres nothin more i can do but she never has hit him after she relaxes for 5 mins and come back to it never hit your child count to 100 if u still feel the need then there really is something wrong with u
